Newsmakers: County schools announces new leadership assignments




Hamilton County Schools has announced eight leadership assignments for the 2023-24 school year. The assignments include seven school principals and one district office position.

HCS has named Roxanne Anthony to the district office to provide support in the areas of equity and professional development. Anthony has served as principal at Harrison Elementary School since 2021.

A teacher since 1997, Anthony has previously served as principal at Barger Academy of Fine Arts – where she led the school to Level 5 status – and as an assistant principal at Clifton Hills Elementary School and Spring Creek Elementary School.

She earned a degree in psychology from Jackson State University and a master’s in elementary education from the University of Tennessee at Chattanooga.

HCS has named Kristen Childs principal at Collegiate High. She has served as principal at East Hamilton Middle School for the past year.

Childs previously served as associate principal at Tyner Academy and as an assistant principal at Soddy Daisy High School, East Hamilton Middle High School, Hunter Middle School and Red Bank High School.

She earned a degree in biology and a master’s in secondary education from UTC.

HCS has named Dr. Justin McCulley principal at East Hamilton Middle School. He has served as an assistant principal at Brainerd High School since 2021.

McCulley has served as an assistant principal at East Ridge High, Dalewood Middle, Soddy Daisy High and Signal Mountain Middle High.

He earned a degree in literature and mass communication from Emory & Henry College, a master’s degree in English education from the University of Tennessee, an education specialist degree in instructional leadership from Tennessee Technological University and a Doctor of Education in curriculum and instruction from Lincoln Memorial University.

HCS has named Emily Haney principal at Lookout Mountain Elementary School.

She has served as assistant principal and Early Intervention Program teacher at Rossville Elementary School in Georgia since January. Before that, she was an assistant principal and EIP teacher at Fairyland School in Lookout Mountain, Georgia.

Haney previously served as an academic coach, EIP teacher and classroom teacher at Faryland School, an EIP and fifth grade regular education inclusion teacher at McGarity Elementary School in Hiram, Georgia, and as a second grade self-contained EIP teacher at Kingston Elementary School in Kingston, Georgia.

She earned a degree in early childhood education and a master’s in educational leadership at Kennesaw State University.

HCS has named Donnie Mullins principal at Ooltewah High School. He has served as an assistant principal at the school since 2019.

Mullins previously served as an assistant principal at East Lake Academy and dean of students at OHS.

He earned a degree in K-12 exercise science from UTC and a master’s in instructional leadership from TTU.

HCS has named Lakesha Carson principal of Opportunity High. Carson has served as principal at East Lake Academy of Fine Arts since 2012.

Opportunity High is a new program designed for students who are overage and short of credits. Students will have the opportunity to recover credits and move toward either a high school diploma or a GED.

Additionally, students will be connected to a post-secondary plan that includes support for pursuing additional education, earning trade certification and credentials, accessing military opportunities and acquiring apprenticeships.

Before becoming principal at East Lake, Carson served as assistant principal at

Orchard Knob Middle School and The Howard School. She has also served as a math teacher and coach at Hamilton County and Ooltewah high schools.

Carson earned an associate degree from Hiwassee College, a bachelor’s degree in math education, a master’s degree in curriculum and instruction and education specialist degrees in education and administrative leadership.

HCS has named Jim David principal of STEM School Chattanooga. He has served as assistant principal for the program since 2016.

David previously served as lead teacher and principal designee at STEM School Chattanooga and as a teacher at Cleveland Middle School, Lake Forest Middle School and Athens Junior High School.

He earned a degree in history, a master’s degree in teaching and an education specialist degree in leadership from Lee University.

HCS has named Michael Calloway principal of Washington Alternative School. He has served as an assistant principal at Orchard Knob Middle School since 2018.

Calloway previously served as an inclusion teacher at Washington Alternative in 2017. While at The Howard School from 2002-2017, he held several positions, including dean of students, inclusion teacher and department chair.

Calloway earned a degree in mild learning and behavioral disabilities from Alabama Agricultural & Mechanical University, a master’s in instructional leadership and an education specialist degree in instructional leadership from TTU.

Chattanooga State names Harris nursing dean

Martina Suttle Harris, Ed.D., is the new dean of nursing and allied health at Chattanooga State Community College. Harris has over 21 years of higher education experience in both the classroom and the clinical setting.

Harris previously served as the assistant dean of nursing and allied health and nursing program director, a position she held since coming to the college in 2013.

In her tenure as nursing program director, Harris expanded the registered nursing program to include the Kimball site and led the registered nursing program through a successful 6-year Accreditation Commission of Education in Nursing re-accreditation.

Most recently, she worked to implement the surgical tech program as a new program of study in the nursing and allied health division.

Before joining Chattanooga State, Harris taught at the University of Tennessee at Chattanooga. There, she served as the level facilitator for first-year students and was a tenured UC Foundation associate professor in the School of Nursing.

Harris has also taught nursing at Middle Tennessee State University.

Additionally, she has served as project director for several Health Resources and Services Administration grants focused on recruiting and retaining under-represented minorities in health care. She has also served on the board of directors for the International Nursing Association for Clinical Simulation and Learning.

In 2020, Gov. Bill Lee appointed Harris to serve as a member of the Tennessee Board of Nursing.

As dean, Harris will lead and oversee 13 allied health programs and the registered nursing program at Chattanooga State Community College.

Harris says she envisions the college as a driving force in the local community, saying, “I’m thrilled to lead this division at a time when the college is focused on preparing graduates to meet workforce needs of the region.”

She’s also committed to closing equity gaps in the health care field by building on her previous work with under-represented minorities.

Harris is active in various professional organizations and serves on the board of directors for Volunteers in Medicine, Journey Health Foundation, the Hamilton County Department of Education and the Erlanger Health Systems Foundation.
