Newsmakers: Scott Miller to serve as East Ridge city manager




The East Ridge City Council selected Scott Miller to fill the position of city manager during last week’s council meeting.

Miller held the position of East Ridge city manager from 2016 until his retirement in October 2018. Miller stepped out of retirement to serve as the city’s interim city manager in November 2022.

Miller possesses more than 40 years of experience in city management. During his tenure as city manager for East Ridge, he played an instrumental part in the city’s economic growth and accomplishments as a border region city, notes the council in a statement.

Winters, Clayton, Huggins join CHI Memorial

Dr. David Winters, Charity Clayton and Sandra Huggins have joined CHI Memorial Primary Care Associates – Atrium.

Winters received his doctor of osteopathy degree from Kansas City University of Medicine and Biosciences in Kansas City, Missouri. He completed an internship at Memorial Osteopathic Hospital in York, Pennsylvania. He’s been caring for patients in Tennessee for more than 40 years.

Clayton earned a bachelor’s and master’s in nursing from Middle Tennessee State University in Murfreesboro. She is certified by the American Nurses Credentialing Center and has more than 11 years of experience, including 10 years as a medical-surgical nurse at CHI Memorial Hospital Chattanooga. She is a native of Chattanooga.

Huggins received her bachelor’s degree in nursing from the University of Tennessee at Chattanooga and her master’s in nursing from Southern Adventist University in Collegedale. She is board certified by the American Nurses Credentialing Center.

Huggins has worked in primary care and urgent care settings.

Spencer Mercer takes leadership role at KraftCPAs

KraftCPAs has named Spencer Mercer member-in-charge for its Chattanooga office. He succeeds Tim Stees, who will retire in late 2023.

Stees was a founding partner of Matheney Stees & Associates , which KraftCPAs acquired in 2020.

Mercer, a CPA and University of Tennessee graduate, will supervise a staff of almost 20 people and manage client relationships for the Chattanooga region. He has extensive experience in tax planning, consulting and compliance at both the corporate and individual level.

HHM CPAS promotes Bennett to partner

HHM CPAs has promoted CPA Blake Bennett to partner, bringing the number of partners at the firm to 23.

“Blake has proven his depth of tax knowledge year after year as a vital resource to our tax department,” says HHM managing partner Donnie Hutcherson. “I have no doubt he’ll continue to help our firm provide superior client service as well as embrace his leadership role within the firm.”

Bennett joined HHM CPAs in 2011 after graduating from Lee University and works in the Chattanooga office. He reviews tax returns and studies tax law changes to provide tax consulting for complex business organizations and their owners.

Bennett also leads the firm’s construction cost segregation team. His experience includes analyses of various facilities in the manufacturing, automotive and retail industries.

Bennett is a member of the Young Professionals Association of Chattanooga, the Tennessee Society of Certified Public Accountants, the American Society of Certified Public Accountants and Chattanooga Tax Practitioners.
