Rainey Kizer welcomes Burbank, Kinsman as members




Rainey, Kizer, Reviere & Bell has elected Christie Kizer Burbank and Mark Kinsman as members.

Burbank is an experienced health care regulatory, transactional and contract law attorney. She joined Rainey Kizer in 2018 after 18 years with Miller & Martin.

Burbank has spent the last two decades representing health care providers in all aspects of health law, including health care contract drafting, transactions and negotiations, fraud and abuse analyses, hospital and physician arrangements, provider self-referral and kickback matters, HIPAA and privacy issues, compliance plan development and clinical research issues.

Burbank has been distinguished as a Tennessee Bar Foundation Fellow and was named Best Lawyers’ Lawyer of the Year in health care law in Chattanooga in 2018.

For more than 10 years, she has been a member of the statewide executive council of the Tennessee Bar Association’s Health Law Section, having served as its chair in the past.

Burbank is involved with her local health care community in a volunteer capacity, with emphasis on children’s health and well-being.

She serves as a board member of Creative Discovery Museum, the Greater Chattanooga Colon Cancer Foundation, the MCR Foundation and the Tennessee area board of directors for the American Cancer Society.

She previously chaired the Erlanger Health System Foundation and continues to serve on its operations committee.

Burbank also served as a member of Memorial Health Care System’s Institutional Review Board for more than 10 years, a board member of Chambliss Center for Children for nine years and a board member of Signal Centers for six years.

Burbank holds a J.D. from the University of Tennessee College of Law and a degree in mathematics from Sewanee: The University of the South. She is licensed in both Tennessee and Georgia.

Burbank is the daughter of the firm’s founding member, Jerry D. Kizer, Jr.

Kinsman earned his bachelor’s degree in business administration in accounting and his J.D. from the University of Georgia.

In 1984, Kinsman joined Baker to form Baker & Kinsman after practicing in a large insurance defense firm. (Baker, Kinsman, Hollis & Clelland joined Rainey, Kizer, Reviere & Bell in 2018.)

Kinsman is known as a preeminent lawyer in Tennessee and Georgia in the area of fire and arson litigation. In addition, Kinsman has focused his practice on insurance coverage litigation, premises liability, personal injury defense and products liability.

Kinsman is admitted to practice in all state courts in Tennessee and Georgia. He is also admitted in the United States District Court for the Eastern and Middle Districts of Tennessee as well as the United States District Court for the Northern District of Georgia.

Kinsman is a member of the Chattanooga and Tennessee bar associations, as well as the Defense Research Institute and the Tennessee Defense Lawyers Association.

An avid outdoorsman, Kinsman enjoys rowing, cycling and running. He and his wife, Patty, have two adult daughters: Jessy and Bailey.

Founded in 1975, Rainey Kizer is composed of 40 lawyers representing local, regional and national clients from its five offices in Memphis, Jackson, Nashville and Hixson.
