The Collegedale Police Department reports declines in several major crime categories in 2025, along with higher-than-average case clearance rates and continued emphasis on community engagement, according to its newly released annual report.
Broad decreases in crime
The report shows a 27.6% decrease in DUI offenses and a 37.3% reduction in drug- and drug-equipment-related offenses compared with the previous year. Theft and fraud incidents declined 1.8%, while burglaries dropped 11.36% overall. Assaults decreased by 10.7%, and domestic assaults fell 25%.
Reports of child abuse remained flat year over year, while elder abuse cases declined by 33.3%. Sex crime reports increased in 2025; however, the department attributed that rise largely to proactive human trafficking operations conducted in partnership with state and federal agencies rather than an increase in overall community risk.
Investigations and clearance rates
Criminal investigations increased slightly, with assigned cases up 4.2%, but cleared cases rose sharply by nearly 146%. The department’s clearance rate exceeded state averages by 43.7%, outperforming statewide benchmarks for both property crimes and crimes against persons.
Department leadership noted that cleared cases include arrests, prosecutions declined, unfounded cases or matters transferred to another jurisdiction.
Enforcement activity and traffic data
Arrests declined 18.6% in 2025, continuing a downward trend. At the same time, citations increased by 66.1%, with 2,821 citations and warnings issued during the year, compared with 1,698 the year before.
Traffic crashes increased by 4.5%, driven largely by a rise in non-injury crashes. Injury-related crashes declined, and no fatal crashes were reported in either year.
Use of force and accountability
Use-of-force incidents declined 30.5%, while vehicle pursuits decreased 14.2%. Internal affairs investigations also fell, with two sustained complaints in 2025, down from four the previous year, and no pending cases at year’s end.
Police Chief Jack Sapp says the report reflects both enforcement efforts and community trust, emphasizing transparency and collaboration as central to public safety efforts in Collegedale.
“Collegedale’s crime reduction in 2025 is a direct reflection of the community itself,” says Sapp. “When residents are supportive and willing to work with law enforcement, it strengthens trust and helps keep neighborhoods safe.”
